GOP organization in Wisconsin's largest county posts offensive tweet about groping incident that never occurred

The Milwaukee County, Wisconsin Republican Party recently sent out an offensive tweet (screenshot depicted at right) claiming that U.S. Supreme Court Justice Ruth Bader Ginsburg had claimed that her posterior was grabbed by former U.S. President Abraham Lincoln in 1862. I did not doctor the tweet in any way, aside from cropping a full screenshot of my laptop monitor.
That claim was similar to a bizarre and extremely inappropriate remark by U.S. Rep. Ralph Norman (R-SC) at a congressional debate for this year's election in the 5th Congressional District of South Carolina:
Aside from the facts that I posted in the above paragraph, I firmly believe that it is disturbing, disgusting, and extremely inappropriate for the Republican Party to shame and attempt to discredit victims of sexual assault, treat perverts with more sympathy than victims of sexual assault, attempt to confirm an alleged pervert, Brett Kavanaugh, to the U.S. Supreme Court, minimize the horrific nature of sexual assault (which is a criminal act), and make "jokes" about sexual assault that are not funny in any way whatsoever.

“Did y’all hear this latest late-breaking news on the Kavanaugh hearings?” Ralph Norman asked the crowd at a Thursday night debate in Rock Hill, South Carolina. “Ruth Bader Ginsburg came out saying she was groped by Abraham Lincoln.”The truth of the matter is that The Notorious RBG was not groped or had her posterior grabbed by Honest Abe, since Lincoln died on April 15, 1865, and Ginsburg was born on March 15, 1933, meaning that Ginsburg was born 67 years and 11 months after Lincoln died, and it would be physically impossible for a person to posthumously sexually assault someone. Also, Ginsburg has never claimed to have been sexually assaulted by a former president who died before she was born.
